In Peccioli, in 1988 there was a landfill, in fact unmanaged, which collected the waste of six municipalities in the area. Within a general reorganization that required the closure of at least twenty landfills in Valdera, risking however to leave a situation of environmental degradation, the Municipality of Peccioli then considered it essential to proceed with an intervention on the existing with a rehabilitation project that allowed to reclaim the site and serve the needs of the territory.
In 1997 the company Belvedere S.p.A. was founded on the initiative of the Municipality of Peccioli.
Over the years Belvedere Spa has become a point of reference for planning, innovation and development of the territory; together with the Municipality of Peccioli and the Peccioli for the Art Foundation Belvedere constitutes the “Peccioli System”.
Belvedere S.p.A. is a company “Issuer of widespread financial instruments” pursuant to article 108 of the Consob Issuers’ Regulation, with about 900 shareholders who actively participate in the life of the company and receive the yearly stock dividend.

P.I.M.B.Y PHILOSOPHY
NIMBY, PIMBY, and NIMTO
They might look like the names of the protagonists of an animated film.
Instead, they are acronyms used to indicate phenomena, of different or even opposite sign, that manifest themselves in front of the construction of infrastructures or plants of public utility.
NIMBY
The term NIMBY syndrome (“not in my back yard”) indicates the opposition by members of a local community to the realization of works of public interest on their territory.
The lack of information and involvement of citizens is almost always among the main causes of the problem.
PIMBY
As a reaction to these phenomena, the acronym PIMBY (“please in my back yard”) has been coined in Anglo-Saxon countries to indicate those cases in which a community is instead in favour of the installation on its territory of works of public interest.
NIMTO
In other cases, administrators and local political forces block the construction of infrastructures and in thorny situations, in order not to risk losing electoral consensus, prefer not to decide. In this case we speak of NIMTO syndrome (‘not in my terms of office’).
The story of Peccioli shows how the NIMBY syndrome and the NIMTO syndrome can be overcome with correct information, a public administration capable of deciding and a model of active participation of citizens.
LOOKING TO THE FUTURE
Over the last twenty years Belvedere has gradually expanded its activities, creating an integrated plant centre for waste treatment and disposal, with production of energy from renewable sources. At the same time, it has consolidated itself as a subject capable of generating useful resources to increase the social, economic, and territorial capital of the municipality of Peccioli and Valdera. Today Belvedere, in addition to serving the region in which it operates, is the economic engine of the Peccioli System.
In a time of rapid transformation, Belvedere and the Peccioli System also must face new challenges. Continuing to leverage on the participation of citizens, with an eye to the future.
